An organised manner means dealing with the corruption behind the subsidy and not the subsidey itself!

Everyone knows the subsidy claim was grossly inflated. The country was not consuming the daily amount of products quoted and this figure was the basis for the subsidy calculation. If this was tackled, then it would have dropped to payment drastically.

All Obi is saying is that you cannot remove the subsidy and float the naira at once thereby burdening the citizens! What Obi is saying is that other governments had programmes that they used the savings for.
